- Petitions can be submitted by anyone. They are to introduce ideas and show support for them. These need not be fancy or official.
- Bills can only be submitted by the law writers. They take supported ideas from petitions and then write them up into a formal bill.
- Elections shall be created on a needed basis whenever support for one rises from a petition.
Voting
In order to maximize everyone having a say in everything they want to, while also not over whelming people, You can elect any other user as a 'representative' on any petition, bill, or election.Regular Voting
On each bill or petition, there will be 3 choices. Yes, No, and Present. For Bills, Yes means you think that the bill should become law or we should do what the bill says. For petitions, a user might say "Vote yes if you think ....". The meaning of the vote might depend on the petition. A vote of Present could mean that you both agree and disagree with parts of the document, or that you have no preference on what the outcome is.Representatives
Instead of casting a vote, you may elect any other user as your representative on that issue. This means that when your representative votes on that issue, your vote will automatically be changed to the same as theirs. This can work in layers as well. If John chooses Chelsea as his representative, and Chelsea chooses Clive as her representative, then when Clive votes on the issue, Chelsea's vote will be changed to the same as Clive's, and John's will be changed to the same as Chelsea's.This is useful for issues that you might not know much about or you trust someone else's judgement. If the issue concerns the environment, you may wish to set Hank Green as your representative for example.
Global representatives, as chosen in the option tab, means that, for all new bills, you will automatically have elected that person as a representative. You may of course override that decision and elect someone else or vote later.

When writing a petition, you may use HTML to embed images and video or format it. PHPBB code can also be used for those not familiar with HTML.The following tags are available in Bills and Petitions.
